Is paragliding in Almaty safe?
Low-incident, not zero-risk. Almaty has the region's best position on this: proper hospitals are 40 minutes from the main launch, not six hours. The decisions that matter are the pilot's currency and the willingness to cancel.

Tandem flight under a certified pilot with a reserve has a low incident rate. Anyone saying it is risk-free is selling you something.
Two decisions do most of the work: whether your pilot has been flying regularly this season, and whether the operator will cancel in marginal air instead of launching with a paying customer already on the hill. We cancel and move rather than push, and at Ushkonyr that mostly means moving you to a morning slot, because the plateau blows out on a lot of summer afternoons.
Almaty's real advantage over the rest of Central Asia is medical. Proper trauma hospitals are about 40 minutes from the main launch. In Karakol the equivalent is six to seven hours to Bishkek. If safety margin is what you are weighing, that single fact is the strongest argument for flying here rather than further east.
