Does travel insurance cover paragliding in Kazakhstan?
Almost never. Standard policies exclude free flight in a clause listing "hang gliding, paragliding, parachuting". You need a policy naming paragliding plus helicopter evacuation and repatriation.

Open your policy and find the exclusions list. In the overwhelming majority of ordinary travel policies paragliding is named there next to hang gliding and parachuting, which means you are uninsured for exactly the one hour that carries the risk.
What you want: a policy that names paragliding as covered, covers helicopter evacuation and repatriation, and carries a limit that makes sense somewhere mountain rescue is a helicopter charter rather than a public ambulance. Specialist aviation-sports insurers sell this, and club membership in Germany, Switzerland, France and the UK frequently includes a version.
Almaty is the mildest case in the region because the main launch is 40 minutes from hospitals — but an evacuation from the Assy plateau or out of a gorge is still a charter, and if you are doing the two-country trip check that both Kazakhstan and Kyrgyzstan are named in your policy. They are separate countries and some policies list one and not the other.
For tandem passengers this matters less legally, since you are a passenger, but the exclusion applies to you all the same.
